“The Big Easy” is charmingly famous for its slow, laid-back lifestyle. Unfortunately that pace has also characterized the rebuilding capacity and relief efforts in the city, where 2/3 of the population has now returned but they are living in neighborhoods that have no grocery stores, schools, or hospitals.
